CITY COUNCILLOR SPENDING

I am challenging the need for city councillors to have access to any funding to be used at their discretion. They should be requesting funds, for example, to rent space for meetings. The HR department should be responsible for wage and hiring control, not a councillor. Wondering if anybody audits the distribution of the discretionary funds? The use of taxpayer money should be under tight scrutiny, not just left in the hands of single individuals who might have personal agendas.
