Making the bases larger may encourage more base stealing, but the change may also result in more double plays and ground outs at first base.
Making outs easier on throws to first base may speed up the game, but it certainly won't encourage more offence and will likely result in lower batting averages, thus cancelling out any advantages the elimination of the shift may offer.
