The Town of Niagara-on-theLake held a committee of the whole planning meeting on Jan. 17.

Councillors discussed a number of issues and here are some of the highlights.

GLENDALE SECONDARY PLAN UPDATE Donna Hinde, a consultant with Planning Partnership, and Aaron Farrell, a water resources associate engineer with WSP, presented the Glendale secondary plan update to council.

The plan is a result of a collaboration between Niagara Region and the Town of Niagara-on-theLake.

The project area follows Queenston Road to the north,

Concession 7 Road to the east, the Niagara Escarpment to the south and Homer Road to the West, and includes: the Outlet Collection at Niagara, Niagara College Campus, existing residential development south of Glendale Ave and hospitality uses on both sides of the QEW.

A consulting team, led by the Planning Partnership, has been retained to lead the secondary plan update. They will be supported by a range of technical experts.

The project will assess the land use concept/demonstration plan that was prepared as part of the district plan process through the completion of the following supporting technical studies: background and planning review; transportation assessment; infrastructure study; natural heritage/subwatershed study; commercial/employment lands study; urban design guidelines study; and financial impact study.

Consultations with local stakeholders will occur regularly and continue moving forward as well.

Moving forward, some of the next steps include confirming the land use concept, which is planned to be completed over winter 2023.

The final outcome of the secondary plan update will be an amendment to the town's official plan that will contain policies and guidelines for development and redevelopment in the area.

Adoption of the plan by Niagara-on-the-Lake council is planned for the summer of 2023.

ZONING PLAN AMENDMENT FOR 134 AND 140 TANBARK RD.

This zoning bylaw amendment was requested to change the zoning of the property to residential (R1) zoning to allow for a proposed boundary adjustment that would allow for land to be further developed to the west of the property.

In this case two lots would be severed.

Residents who lived nearby spoke about how they would be impacted by changes to nearby Dyck Lane due to the planned development but were told the meeting was only to discuss the severance but the residents received information on would they could have they concerns entered into the record.

If approved by council, the applicants will be required to submit for a consent application to create lots fronting onto Tanbark Avenue.

Aimee Alderman, a planner for the Town of Niagara-on-theLake, said those consent applications had been applied for.

This will be considered by the town's committee of adjustment on Jan. 19

ZONING PLAN AMENDMENT FOR 380

NASSAU ST.

This zoning bylaw amendment is being made to allow the severance of a new lot. The developer said the plan is to put a modest house in the new lot.

The next step will require council's decision at an upcoming committee of the whole meeting.

If approved, a consent application would be required to sever the land. This approval is determined by the committee of adjustment.

ZONING PLAN AMENDMENT FOR 256 EAST & WEST LINE

This proposal would allow for a building or contracting establishment, wholesale establishment, contractor's yard, and office for a landscaping/contracting business.

Included in the request was site specific provisions for parking requirements and a proposal to recognize the two single-detached dwellings.

The lands are within the town's agricultural area.

At this time no new buildings are proposed.

If approved at a later committee of the whole meeting by council, the applicant will be required to apply for site plan approval.
